Joseph Limprecht
Virginia
Foreign Service officer
Ambassador Extraordinary and Plenipotentiary
Appointment: July 7, 1999
Presentation of Credentials: Sept. 8, 1999
Termination of Mission: Died in northern Albania, May 19, 2002  (in the terrorist camp in peskopje, by sex with a very young lady)

CRISIS IN THE BALKANS: THE SEPARATISTS; Leaders of Kosovo Rebels Tied to Deadly Power Play
By CHRIS HEDGES

Albanian Authorities Accused of Collusion

As tensions rose, Thaci and the Albanian authorities decided to eliminate Krasniqi, according to former rebel commanders and two former Albanian officials interviewed in Tirana.

They said that in the middle of September 1998, Albanian police stopped Krasniqi and several aides and confiscated their weapons. Krasniqi’s office in Tirana was raided by about 50 policemen and emptied of guns and munitions. On Sept. 21 at 11 P.M. on the way back from a restaurant in Tirana, Krasniqi ran into a police checkpoint about 300 yards from his office on Dibra Street, according to a former rebel commander who was with Krasniqi. Krasniqi and his two companions were again frisked for weapons and their vehicle was searched. The two cars behind Krasniqi, which carried aides, were not allowed through the checkpoint.

When Krasniqi and his two companions got out of their gray Opal jeep they saw three men emerge from the shadows with black hoods over their faces. The men, speaking with an Albanian accent that distinguished them from Kosovo Albanians, ordered the two men with Krasniqi to get down on the ground.

“Which one is it?” asked one of the gunmen, according to one of the commanders who was prone on the asphalt.

“The one in the middle,” said another. The gunmen, who held a pistol a few inches from Krasniqi’s head, fired a shot. He then fired two more shots into Krasniqi’s head once he fell onto the pavement.

American officials also had reports that the rebel army had killed Krasniqi, but said there were also subsequent, conflicting reports from the region that he was killed by disaffected members of his own unit.

After Krasniqi’s death, former rebel commanders said, the killings, purges and arrests accelerated. Rebel police, dressed in distinctive black fatigues, threw into detention anyone who appeared hostile to Thaci. Many of these people were beaten.

Hedges reports an incident from 1997 in which a Kosovo Albanian reporter, Ali Uka,was found dead in his apartment in Tirana, the Albanian capital, “his face disfigured by repeated stabbings with a screwdriver and the jagged edge of a broken bottle.” Uka was a supporter of the Kosovo independence movement, but he had criticized it in print. His roommate at the time of his death was Thaci, nicknamed Snake, about whom, Hedges notes, “Violence has long swirled…”…………………

Bujar Bukoshi, the prime minister in exile of Ibrahim Rugova, one of Thaci’s more moderate rivals, notes that “Cadavers have never been an obstacle to Thaci’s career.” Apparently the KLA planned an unsuccessful assassination attempt against Bukoshi last May.

Former official says he “killed for Thaci party”
30 November 2009 | 10:50 | Source: Beta
PRIŠTINA — Former Kosovo Information Service member Naim Blaca claims that he participated in serious crimes “against political opponents”. Kosovo Albanian Prime Minister Hashim Thaci’s party stood behind the crimes, that included murder, Blaca said.He told reporters in front of the Kosovo assembly in Priština that there were 17 cases, among them murders, attempted murders and threats, in which he participated as a member of the agency.Blaca would not publically identify any of the victims he killed personally, stating that this was a question for the EULEX prosecution, to which he gave a statement a month ago.He added that he is prepared to take responsibility for what he did while he was working closely with Thaci’s Democratic Party of Kosovo (DPK).“I thought that everything I was doing was in the best interest of the homeland, but it wasn’t,” said he.

Blaca stated that the people who ordered the crimes included commander of the former so-called Kosovo Liberation Army (KLA) Azem Sula, DPK MP Xhavit Haliti, Deputy Interior Minister Fatmir Xhelili and other senior officials of Thaci’s party.

He also said that the “targets were political opponents of the party, mostly senior officials of the Democratic League of Kosovo (DSK).”

DSK official Gani Geci accused the DPK on Thursday during an assembly session of having committed serious crimes, and claimed that he had evidence.

Thaci’s party denied the claims of both Blaca and Geci.

“This is an effort of these parties to gain political points,” DPK spokesman Blerand Stavileci said.

Meanwhile, Kosovo police, KPS, announced that they were waiting for the prosecution to make the first move regarding Blaca’s claims.

“The investigation in the case is being led by the EULEX prosecution and we are waiting for orders to act,” police spokesman Baki Kelani said.

EULEX spokesman Christophe Lamfalussy said on Sunday that the EULEX prosecution began its investigation a month ago.

Blaca joined the KLA in 1998 and then worked for the Kosovo Information Service until 2003 in the towns of Lipljane, Štimlje, Uroševac and Vitina.

Thaci and his cohorts also allegedly eliminated a military rival financed by the Rugova group. In the summer of 1998, while the KLA was suffering military reverses, Ahmet Krasniqi, a former colonel in the Yugoslav army, was given $4.5 million in funds raised by Rugova’s administration to establish a rival military structure known as the Armed Forces of the Kosovo Republic. After tensions mounted between Krasniqi’s group and the KLA, Thaci and the Albanian government decided to eliminate Krasniqi, according to former KLA commanders and former Albanian government officials. On September 21 Krasniqi was murdered in Tirana by Albanian secret police or the KLA, or both.
