Am peinlichsten: die von Bujar Nishani aufgebaute kriminelle Polizei Truppe (wir schrieben hier über schon vor 5 Jahren), wie eine Idioten Gruppierung, was sich Richter und Staatsanwälte nennt, was gut dokumentiert ist schon bei der PAMECA II Polizei Mission in 2007, in US Berichten ebenso. Ein Staats Präsident nun, der Milliarden schwere Aufbau Gelder in Justiz und Polizei, mit Vorsatz vernichtete, für ein primitives Verbrecher System des Salih Berisha und seiner kriminellen Nord Albanischen Banden. Identische Vorgänge erstmalig sogar im Militär, wo alle Beförderungs Richtlinien ausgehebelt wurden, für die Nord Albanischen Tropoje Banden erneut.

Alexander Biberaj, Gazmend Oketa, haben es bereits gesagt: Die neue Partei NDS, wird mit keiner der alten Parteien eine Regierung bilden, was auch nur peinlich wäre. Alle Parteien im Parlament sind von kriminellen Clans beherrscht. finanziert und haben dadurch Straffreiheit. Die Skandale, Morde, und Drogen Mafia Verbindungen sind ein historischer Skandal, wie Kriminelle Clans, unter dem Deckmantel der Demokratie ihre Verbrecher Kartelle installieren und Wirtschafts Monopole. Durch Partnerschaften mit ausl. Stiftungen und Geschäftemachern, wurden diese Verbrecher Strukturen geschaffen. Die Deutsche KAS, CDU, aber auch FES, unterstützten diese Wahl Fälschungen schon in 1996, im Sinne von Salih Berisha. Die Peinlichkeit des hoch kriminellen und korrupten Joachim Rückers im Kosovo, wird wohl ebenso ungesühnt bleiben.
Topi: No coalition with old major parties
The former Albanian President, Bamir Topi, entered the headquarters of the New Democratic Spirit party by making official his return to active politics and by accepting the invitation of its founders to lead this political force until the next elections.
Topi declared that the political decision to become part of the NDS is a civil mission for him, in order to make everything possible to serve to the citizens and the country. Topi criticized the DP and SP as responsible for the prolonged transition.
“20 years ago the citizens demonstrated with the hope to become as the rest of Europe. After two decades, they have reasons to feel disappointed by politics and not represented by the political clans. NDS transmits this wide request of the citizens for a new spirit, a new mentality and a new politics that will bring a new agenda for the development of democracy and progress”, Topi declared.
For Bamir Topi, Albania has an urgent need to improve the political system and the government, and also to reinforce the democracy standards. The newly elected NDS leader declared that in the next Parliamentary elections, this political force will have no coalition with the two old parties, the DP and SP.
“We exclude it categorically, although politics has a principle that never you should say never, at least for the opinion that I am expressing today, which has been widely consulted with the colleagues. In the elections of 2013 we will not be in coalition with any of the old parties of the transition”, Topi declared.
Asked by Top Channel of how concerning and alarming is the declaration of the former US Ambassador Withers on Top Channel’s “Top Story”, who said that the Albanian democracy is on the edge, Topi declared that the concerns of the ambassador are founded and he added that these concerns were part of his discussions with him when Withers still represented America and when Topi was President.
“With Ambassador Withers we shared the concerns about democracy, as we do with every representative of this friend country for Albania. We have constantly been in full harmony and I guarantee you that we are in a very difficult moment, when everything is going in one single pair of hands”, Topi declared.
During his first press release as NDS leader, Topi transmitted the message that the level of the Albanian democracy today looks like that of the early nineties. But my appeal goes to all citizens who are more skeptical towards politics in general, who are tired from politics and have lost the trust that things will change.
Top added that even in 1990 there were citizens like these, but then they had the great courage and passion of Tirana’s civilization. The students of the university elite brought the change by bringing down one of the most Stalinist regimes in Europe.
“We decide our fate each day by taking our responsibilities”, Topi declared.

Kryeministri Berisha ka pritur gjatë ditës së sotme një përfaqësi të emigrantëve shqiptarë në Greqi, të quajtur Përfaqësuesit e Unionit të Shoqatës së Emigrantëve Shqiptarë të Greqisë.
Deklarata e Kryeministrisë për këtë takim është pothuajse patetike, duke qenë se nga të dyja anët shprehet një mirënjohje dhe përzemërsi hipokrite, pot ë kihet parasysh se sat ë diskriminuar janë emigrantët shqiptarë në Greqi dhe sa pak ka bërë qeveria shqiptare për të mbrotjtur të drejtat e tyre.

Por, pjesa më e rëndësishme e njoftimit të Kryeministrisë dhe që nuk është theksuar fort, është fakti se Berisha u ka premtuar atyre, që qeveria shqiptare do të garantojë të drejtën e votës për emigrantët, në vendet ku ata jetojnë.
“Kryeministri Berisha rikonfirmoi qëndrimin e palëkundur të tij, të qeverisë shqiptare e të Partisë Demokratike që emigrantëve shqiptarë t`u garantohen kushtet e nevojshme si për pjesëmarrjen në jetën politike në Shqipëri, ashtu edhe për ushtrimin e të drejtës së votës në vendet ku ata jetojnë”, thuhet në deklaratë.
Fakt është që në këto 7 vite, qeveria nuk ka bërë asnjë hap për të siguruar të drejtën e votës së emigrantëve, pavarësisht kërkesës së opozitës. Dhe, pavarësisht se kryeministri nuk ua ka thënë në takim, edhe në zgjedhjet e 2013-s, emigrantët që ndodhen jashtë vendit, sërish nuk do të kenë mundësinë që të votojnë.

(C) Summary: Although the conduct of Albanian elections has shown steady improvement over the years, ODIHR election assessments since 1996 read at times like a how-to guide for flawed and rigged elections. Allegations of vote buying, bribery of electoral commissioners, fraudulent voter IDs, voter intimidation, and even violence have marred many previous elections. Although this election cycle has been fairly quiet so far – both ODIHR interim assessments have been generally positive – members of the opposition Socialist Party (SP) allege daily that the ruling Democratic Party (DP) is planning to steal the election (but offering little evidence to back the claim). The ruling Democratic Party (DP) also alleges fraud on the part of the SP – also with little supporting evidence. In order to get a better feel for what form these “frauds” might take, Post spoke with several SP and DP candidates, and civil society representatives to get a better feel for what a rigged election might look like. It is important to note, however, that ODIHR and other observers have seen no credible evidence as of yet of concerted plans or efforts to manipulate the upcoming parliamentary elections by either side. Sadly, as this cable was being drafted, a DP activist was killed by an SP activist with an AK-47 outside of Durres in a squabble over campaign posters. PM Berisha and SP Leader Edi Rama both condemned the act and appealed for calm. End summary. It All Began in 1996. . . ————————- ¶2. (C) The blatantly rigged 1996 parliamentary contest marks the low point for Albanian elections. Marred by serious irregularities including violence, ballot stuffing, police intimidation of opposition candidates and incompetent election administration, the elections were a disaster, and led in part to the collapse of civil order one year later. The masterminds of the rigged 1996 Democratic Party victory were then-President (now PM) Sali Berisha, and then-Ministry of Interior official (now Deputy Interior Minister) Ferdinand Poni. The fact that Berisha is once again the head of government, with Poni now in charge of ID cards, has many in the SP worried that history will repeat itself with these elections. In a sad development that occurred as this cable was being drafted, a DP activist was shot and killed by an SP activist in a dispute over campaign posters near Durres. Both PM Berisha and SP leader Edi Rama have condemned the act and appealed for calm. JUST DROP THIS BALLOT IN THE BOX PLEASE ————————————— ¶3. (C) One tactic, used both in Albania and around the world to rig elections, is known as “carousel voting” and goes like this: early on Election Day morning, one “militant” will remove an empty ballot from the polling center. (Note: Militant is the preferred nomenclature for hardcore party activists or anyone involved in electoral mischief. End note.) This militant will then fill out the ballot with a vote cast for whichever party he supports. He will then give the ballot to a prospective voter outside the voting center and promise him ALL 5,000 (USD 50) if he puts the completed ballot in the box and returns the empty blank ballot issued to him in the voting center to him. The process is repeated throughout the day and across the country. In other versions of this scheme, less charitable militants will not offer you money but will threaten to beat you up or cause you to lose your job if you do not comply with the plan. This plan is practically foolproof as you are handing someone a previously completed ballot and receiving the empty ballot back, thus not allowing for any deviation once in the ballot booth. WOULD YOU LIKE A BALLOT WITH YOUR PIZZA? —————————————- ¶4. (C) Another technique, used to great effect in prior elections, according to some of Post’s contacts, is to have filled-in ballots delivered with pizzas to counting centers on election day. These ballots are then dropped into the ballot boxes and counted as valid votes. Apparently no one checks if a polling center counts more votes than there are people on the voter registry, however this could change this year. Commissioners have also been know to receive “fees,” sometimes up to EUR 500, to “close their eyes” for several minutes during the counting process to allow the militants to do their dirty work. Video cameras have been mandated by the new electoral code to combat this type of behavior, but it is easy to imagine them being switched off briefly, someone “accidentally” blocking the camera, or tricks being pulled outside of the cameras’ view. Both parties this year have alleged that the other side is bribing or planning to pay off electoral commissioners this year, although no one has of yet offered any proof of said scheme. MY NAME IS EDI OR BARDI OR VJOSA OR ARDI —————————————- ¶5. (C) Yet another ploy is multiple voting. According to this scheme, someone will try to vote several times in a district or region using the same identity papers. A bit more complex are schemes where people could obtain multiple voter IDs. Under this plan, militants will apply for and receive IDs for people who are known to be out of the country, are dead, or are not planning to vote for whatever reason. The IDs will all have the same picture on them, matching the militant’s face, but will have different names and personal information. Although the SP firmly believes that such a scheme is possible, ID card producer Aleat and the Interior Ministry claim it is not, and point to the fact that biometric controls on the new ID cards have stopped at least eleven attempts by voters to get multiple IDs using phony identification documents. ¶6. (C) Nevertheless, manipulation of the ID cards remains the SP’s biggest single worry next to the large-scale disenfranchisement of non-passport holders (reftels). A senior SP official told PolOff on June 11 that the GOA had purposely delayed the rollout of ID registration centers in “five key areas.” The delay, he alleged, is causing a last-minute rush for IDs in those areas, and the better-organized, better-funded DP is in a stronger position to get IDs quickly to its supporters, while SP and other voters struggle. But on June 11 a DP official told PolOff that SP local officials were purposely hindering the issuance of ID cards to voters in parts of Tirana. Neither the DP nor SP officials offered any proof to back their claims. SEE, I VOTED DP! DON,T FIRE ME! —————————— ¶7. (C) The current Albanian patronage system is so entrenched at all levels that it often leads to voter intimidation. For example, it is possible for a janitor in a school in Elbasan to lose his job if the government changes. In the past, state and municipal employees have been routinely forced to attend campaign rallies, do campaign work, or vote for a certain party or risk losing their job. In previous elections some voters even photographed themselves with their completed ballot in order to show it to their superiors at work to prove their loyalty. The threat of losing one’s job for not voting properly is quite real and one SP candidate said her mother would vote DP just to prevent the havoc that is caused when a new government comes to power. To add to the confusion, although the Democratic Party controls the central government, many local governments are controlled by the SP or even the Socialist Movement for Integration (LSI), meaning civil servants can be subject to pressure from any party, depending on where that employee works. ODIHR’s second interim report said ODIHR has received numerous unverified reports of pressure on state employees and even school children to attend DP rallies around the country. ¶8. (C) COMMENT: Certainly the main burden in ensuring a good election falls on the GOA. However, none of these unsavory tactics are party specific, and could be and have been used in the past by any party in an attempt to gain an advantage. This year both parties have pledged to run a clean campaign, and PM Berisha has repeatedly “guaranteed” to all who will listen that this year’s election will be Albania’s best ever. However, the stakes are very high for PM Berisha this election, particularly with the persistent rumors concerning the involvement of members of Berisha,s own family in the Gerdec scandal. The winner take all atmosphere that is Albanian politics also does not help matters and probably encourages illicit behavior. Furthermore, while party leaders might not condone fraudulent activities, mid-level hacks looking to make a name for themselves could attempt to pull some shenanigans. Although ODIHR has seen little so far to indicate widespread fraud by any party, the potential is real, particularly given past deeds by both major parties. The more than 3,000 observers will need to be paying close attention on election day.

In 1998, in cooperation with the citizen Arben hakik Tollja, resident in Fermë Xhafzotaj (he is nicknamed Zjarrmi, currently arrested for many rapes of female students in Tirana) have killed the daughter of the brother of the citizen Zyrafet Murati (from Kukës) and the citizen Silvana Murati from Shijak, has been seriously injured (she is currently working as a cleaning personnel and prostitute for the VIP guests at the Gjoka Supermarket), has been arrested in 1998 but then released after 11 months of imprisonment for lack of proof.
In 1999, D. Gjoka, in cooperation with his clan has shot in the village Sallmone a vehicle, property of Ilir Xhaka, and as a result the citizen Veli Rexha was killed and his brother seriously injured. Both of them are residents of Katundi I ri and brothers of Qamil Rexha. This is still uncovered despite the abundance of proof.
His newphews Beonard and Mandrin Hyqmet Gjoka are the main drug dealers in the city of Shijak, Ferme Sukth, Durres and Tirana and have also several girls working for them in Italy. In the same time, they are engaged with drugs transportation from Albania to Italy. Mandrini has been arrested in 2003 as the main suspect for the armed robbery in the Xhafzotaj village that resulted in the death of the citizen Jaho Smoqi. He has stayed in prison for about one month and now the Court of Grave Crimes is investigating him while free. Fatbardh Xhakaj was arrested for this case as well, has stayed in prison for two weeks because Fatos Balla, the guilty person for the crime, currently under custody, mentioned his name. Beonard is sentenced in Italy, in the city of San Benedeto for drug trafficking and women trafficking, currently, with profits from drugs sale, he is constructing a three store villa in the Sallmone village. He was a member of the commission at the Voting Center no. 1406 in Sallmone for Mr. Olldashi. Both brothers currently move around carrying guns in their cars, which are in turn stolen and of the latest years, they distribute drugs in Durres and Shijak and transport drugs to Italy through other soldiers. Mandrini often goes to Italy to collect the money, since Mr. Olldashi has provided him with a German Schengen Visa. Also, they are highlighted by the State Police as a dangerous criminal contingent with strong criminal tendencies like Murdedr, Drugs and Prostitution Trafficking.
D. Gjoka has been and is one of the biggest traffickers of women with intent of prostitution to Italy. The chief of the girls in Italy has been a girl from Vlora, named Linda, who is currently Dashi’s wife and they have two children. Her brother Miri works at the Supermarket as chief accountant. D. Gjoka is on record in the State Police for International Drugs Trafficking and Women with intent for prostitution, Murder etc.

The Gjoka Supermarket is the main center for the trafficking of drugs that comes from Turkey and Macedonia and the supply base for many criminal groups in Durres and Tirana and also the location where the cars that will be traveling to Italy and carrying drugs are supplied. Dashi currently owns an armored vehicle which has the licence plate: DR 51 90 C. It must be noted that Dash Gjoka is the main source of supply for all the drugs suppliers in Albania because it is a well known fact that a close friend and financial supporter of I.M, S. Olldashi. The latter meets with Gjoka almost every week. Oftentimes, the Democratic Party MPs Bamir Topi, Ridvan Bode, S. Olldashi etc come to dine or to supply in this supermarket, since they are close friends with Dashi.
The main and most loyal soldier of his is his driver, the citizen Artan Rami Bode, resident in Xhafzotaj, the newphew of the MP Ridvan Bode. He is also engaged in settling jobs for Dashi as far as the drug and women traffic goes, being a key figure. Artan, together with his Dashi’s older brother, Nazmi (called Nexhi) make the rules by smuggling merchandise from the Durres Port, both have been members of the Voting Center commission no.1402 for Mr. Olldashi.
Other friendly relationships of Gjoka are Hekuran Hoxha (Roni) and Fundim Dedja, both sentenced in Italy and other countries, for drug trafficking aimed at the Italian territory. Currently Gjoka is the head of the area Xhafzotaj Commune-Shikaj and even more, where all drug traffickers are supplied only by him. Strong evidence suggests that he has an arsenal of sophisticated weapons in his residence and a high security vault containing millions of Euros in Cash. It must be noted that Gjoka’s drugs goes through the port of Durres and Vlora and almost each cargo that is stopped in Italy is Gjoka’s and all the arrested men are his as well.
The Brothers Gezim and Besnik Sijoni, residents in the village of Xhafzotaj have a criminal record as follows:
In the year 1994 G. Sijoni has attempted to murder the citizen Pellumb Hoxhaj, but he only accomplished wounding him in the leg. He is not convicted and even today this issue is never brought up in the Pellumbi family and relatives.
In the year 1997, G. Sijoni, together with his brother Besnik have attempted to murder their former son in law (Arben Vora’s younger brother since he had left their sister after getting engaged with her) in the middle of the city of Shijak. The case was opened, the two men have been identified and declared as wanted by the police but they were never convicted. The Durresi General Attorney closed the case.

DARDAN DOMI, residing in Shijak, currently holds the position of the General Secretary in the Ministry of Interiors, (or Human Resources Director in the MI), former head of the DP of Shijak, head of Team for Mr. Olldashi during the elections in july 2005. The coordinator and brain of all the abovementioned criminal links for Mr. Olldashi and his most loyal men.
